Go to groups.yahoo.com and create a fanclub for your Etsy shop.
Put up photos of your items, make a coupon and put it up (make sure the coupon is only available for a limited time, so people don�t just put it off and then forget). Offer free samples and coupons to members as an incentive to sign up.

Have contests and drawings and tell fanclub members about items that are soon to come out so they can be the first to buy.

When you have a yahoo group (your Etsy shop fanclub), you can send out an email to all your members. Use that option to send out a monthly newsletter. This will remind people who have forgotten about your shop to go by and take a look and you can show off all your new items.

Make sure and put a link to your fansite at the bottom of your email correspondence with customers and update your fansite weekly so people have a reason to keep coming back.

Out of site is out of mind, and a fanclub is a great way to keep reminding people about your Etsy shop and all the wonderful new items in it!
